from system32 run cmd (administrator) then type:
dism.exe /online /norestart /add-package /"packagepath:C:\Windows\servicing\Packages\Microsof t-Windows-Media-Format-Package~31bf3856ad364e35~amd64~~6.2.9200.16384.mum" /ignorecheck

Now Mezzmo can run without the desktop experience on windows server.

(Microsoft-Windows-Media-Format-Package~31bf3856ad364e35~amd64~~x.x.xxxx.xxxx.mum may be different on you server version)

So that sort of works on Server 2012

On a clean install of Server 2012 Standard, after using DISM to install the package as described above, I was getting a WMVCore.dll missing error. I was able to get past that problem by installing the Media Foundation feature in addition to the Media Format package indicated above.

That got Mezzmo to run on Windows Server 2012 without the desktop experience. Server 2008 may be different as may Enterprise, but this is what got it running for me. If I run into any more issues while configuring it, I will let everyone know, but at least it is running.

The wmvcore error could come if you don't reboot after installing the package. I didn't mention in the op but you have to restart the server to finish the installation.
I m waiting for mezzmo 3.
