Yes - there are two ways:

If you just want to import the music files contained in a music playlist file on disk into your Mezzmo library, then use "Add To Library" -> "Add Files From External Playlist". Mezzmo will read the playlist file on disk and add all the files contained in it into your Mezzmo library. Mezzmo will not create a playlist; it will just import the music files contained in the playlist.
If you want to have the playlist listed in your Mezzmo library with the files contained in the music playlist, then use the "Create Playlist" -> "Linked Playlist". Mezzmo will create a new Linked Playlist and this will always point to your playlist file on disk. Mezzmo will read it dynamically whenever you access the playlist in Mezzmo app or when you browse it on your devices. This is handy since you can change the playlist file on disk using your favourite local media player (WinAmp, WMP, iTunes) and Mezzmo will update the playlist in your Mezzmo library the next time you access it.

Mezzmo supports reading .M3U, .PLS, .WPL and .ZPL playlist files.
