On my Windows machine I try to have nothing useful to under c:\Users\...

So I have my Mezzmo Library in d:\Mezzmo Library (where it's easy to access and control).

I have a volatile situation and occasionally have to re-install Mezzmo. But each time, I have to jump through hoops to point the application at the library.

The documented method of "moving the library location" appears to require the current library to exist in in c:\Users\... etc, and be copied to the new location.

Is there an easy way of saying "It's already in d:\Mezzmo Library"?

Yes, find the MezmoMediaServer.ini file. Then look for the section:

[DB]
FileName=M:\Mezzmo\Mezzmo.db

Edit it to be what you need. Just make sure your database is really there. You'll need to stop/start the server.
