Is there any documentation available relating to creating a new mezzmo plugin?

Good question, unfortunately we were not able to release documentation on this subject as yet.
Eventually it should be ready on Conceiva repository, as for example Kodi is right now: https://github.com/Conceiva
for now you may have a look at existing plugins (see location of the Mezzmo files under \plugins, and learn how it was done (basic language is Python).
