Whenever I add a job, enter the url and click ok, the job does not start, it goes into a pending download state. I then manually start the download. Why is this happening? I am sure it never use to.

When you add a job there is a check box 'Download Immediately'. If this is checked then the download will start as soon as you click ok, otherwise the download job will be placed in the pending state.
You can manually change this whenever you create a new job, or you can set the default value for this check box in the 'Downloading' options page. It is the 'Download files immediately after creating a new job' option that by default is turned on. At some stage you have probably turned this off.
