The speed displayed on the graph is the current speed of all the downloads.
The speed in the job list is the average speed of the download.
Looking at the image, the job is currently downloading at 9.9 KB/sec, while it has an average download speed of 11.68 KB/sec over the 30 seconds it has been downloading.
