Add Support for Resuming downloads

I really don't see why this is not offered here.

Add an option in the 'if a file already exists'

add the option to resume the file.

Sometimes downloads fail, even in download studio where the server errors out and claims the file is complete when its not, and I can't resume the file.

Sometimes files will not download in downloadstudio from some sites. I would like the option to be able to resume them.
