Pre-transcoding does not start

Pre-transcoding does not start after upgrading to 3.3.0.0.
I use the same device profile Panasonic Viera 2011 model.
UI says that file is already transcoded. When I choose the option "transcode all files" it says 1 file is in the queue, but nothing happens. File does not appear in pre-transcoding panel and there are no pre-transcoded versions in the properties tab despite the fact old files (pre-transcoded with 3.2) play well.
