Yes - the current Mezzmo (v4.1.3.0) and the upcoming Mezzmo v5.0 run on Windows XP SP3.
The upcoming Mezzmo v5.0 has new Intel Quick Sync hardware acceleration support and this is not supported on Windows XP machines, so we ship & install FFmpeg that has no Quick Sync support for Win XP users.
