Have you tried changing the profile to 'Philips TV (2009 Models)'? This profile will transcode to mpeg so if the TV only supports streaming mpeg files then this should allow the files to play. The Philips BDP profile uses the mkv format as it's default transcoding format so this is probably why the 716 error is occurring because it does not understand the mkv mimetype.

Yes, tried all the ones with Philips on it and none worked (same 716 message).

Any chance you have prior version of Mezzmo I could try to install? I want to see if an earlier version (maybe early 2016) could have something this one doesn't.

Also, prior to today, I never had to mess with the transcoding settings for it to work with my TV. It worked right after install when I remember using it.

UPDATE: Tried streaming music and that works from PC to TV. Sending a pic to it, it wasn't successful, but it at least switched over to that screen when attempting to send. So it has to be video/transcoding related. If it was a firewall issue then these two other media options wouldn't work.

UPDATE 2: For the hell of it I changed the format to PS3. This time the TV responded, but of course the format wasn't supported (NE 00203697 is the error it gives).

I know it sounds annoying, but the only reason I keep asking is because Philips DLNA is really weird. When I was pulling my hair out over it, I found that the reason it didn't work like all other devices because it almost "times out" instantly. Mezzmo had somehow countered this with it's streaming method, but something HAD to have changed recently that makes it act like this.

    Found a winner!

Vizio Smart TV transcoding profile worked for Philips TV Model 40PFL4906/F7

This DEFINITELY means something was messed with on the Philips transcoding device profile. Keep in mind, this used to work without switching profiles at all.

Ah my apologies the Philips 2012 Version worked too! So odd that it changed like that.

Glad to hear it is working. Both the Vizio and the Philips 2012 profiles use only the MPEG_PS_NTSC DLNA profile id whereas other Philips profiles use both MPEG_PS_PAL and MPEG_PS_NTSC. Most likely what was happening was the Philips TV was finding MPEG_PS_PAL and not playing the video because it did not understand the id, when using Play to from Mezzmo the first URL is used so this would always be MPEG_PS_PAL.

Is there an option in Mezzmo to select which format to play in if it uses 2 like the other Philips profiles?

Currently Mezzmo only selects the first format so there is no option to select if more than one is listed. The Philips TV (2012 Models) profile only lists one so this should not have the issue with multiple formats.
